State Aid to the Needy Disabled (AND)
The Aid to the Needy Disabled (AND) program provides cash assistance to low-income individuals, ages 18 to 59, who have a disability that will last more than six months and precludes them from working.
- The program pays a maximum monthly cash benefit, based on current approved grant amounts.
- Participants must be 18 to 59 years of age.
- Must be a resident of Colorado; a citizen of the United States; a naturalized citizen; or an eligible legal resident.
- Any income, earned or unearned, must be below the current monthly grant amount*.
- Resources and assets are limited to $2,000**.
- Must apply for Supplemental Security Income (SSI) at the Social Security Office.
- Must have a Med 9 form completed by a Colorado licensed or certified M.D., D.O., PA (physician’s assistant); advance practice nurse; RN; optometrist; or psychiatrist. The Med 9 form will need to be returned declaring a six-month disability, with a statement declaring that your disability precludes you from working any job.
- To receive state Aid to the Needy Disabled (AND) benefits, you must sign an IM-14 form, stating that you will repay AND benefits with the SSI benefits you are eligible to receive in the same month. Part of your lump sum SSI check will go to the country to repay the AND program.
- If the primary diagnosis is alcoholism or controlled substance addiction, the maximum period of eligibility is 12 cumulative months. Individuals must agree to attend a treatment facility to receive benefits.
Old Age Pension
The Old Age Pension (OAP) program provides cash assistance, and may also provide some medical assistance to low-income individuals, aged 60 or older.
- Participants must be 60 years or older.
- Must be a Colorado resident.
- Must be lawfully in the United States for five consecutive years.
- Must have current earned/unearned income for yourself or spouse below the current maximum grant amount. Income can include Social Security, private pension or retirement, or other types of monthly income*.
- Resources below $2,000 for an individual, and $3,000 for a couple. Medical assistance is based on the age of the individual, and an individual is automatically eligible for the medical assistance*.
* Income is anything that can be used to purchase food, clothing or shelter. Some examples include wages, Social Security, pensions, child support, unemployment benefits, and a spouse’s income.
** Resources are any money that remains unspent from a prior month. Examples include cash, checking and savings accounts, stocks, bonds, some insurance policies, secondary properties, and additional vehicles. Some resources are exempt.
Medicare Savings Programs (MSP)
Medicare Savings Programs (MSP) provide payments of Medicare Part B premium for individuals or couples, whose income is greater than 120 percent of the federal poverty level (FPL) and less than 135 percent of the FPL. The benefit received by this group is only the payment of the Medicare Part B premium, which entitles you to your gross monthly benefits from Social Security.
- You must be entitled to Medicare Part A
- Your income must be greater than 120 percent of the FPL, but less than 135 percent.
There are three categories of MSP:
Qualified Medicare Beneficiary (QMB)
A state Medicaid program that pays Medicare premiums, deductibles, and co-insurance for Medicare recipients with limited income and resources.
Specified Low-Income Medicare Beneficiaries (SLMB)
Individuals qualifying for this program will only receive payment of their Part B premium, thus entitling them to their full gross monthly Social Security income.
Qualifying Individual Group (QI-1)
Individuals qualifying for this program will only receive payment of their Part B premium, thus entitling them to their full gross monthly Social Security income.
Low-Income Subsidy (LIS)
This program pays for Medicare Part D premiums. Individuals who are eligible for both Medicare and Medicaid automatically qualify. Medicare-only recipients need to apply through the Social Security Administration office in Glenwood Springs, or call 1-866-220-7898.
